Rajasthan Showcases Landmark Reforms in Compliance Reduction and Deregulation
Significant Advancements Praised at National Review Meeting on Ease of Doing Business
Ananya soch: Rajasthan’s continued leadership in Compliance Reduction and Deregulation under the Ease of Doing Business (EoDB) framework was highlighted during a national review meeting chaired by Cabinet Secretary Dr. T. V. Somanathan with Chief Secretaries across India. Rajasthan Chief Secretary, Shri Sudhansh Pant, presented the State’s major achievements and reaffirmed its commitment to creating a more business-friendly regulatory environment.
The Cabinet Secretary appreciated Rajasthan for regaining strong momentum in its Compliance Burden Reduction Programme within a short span and commended the State’s exemplary progress in simplifying and modernising regulatory systems.
Rajasthan has implemented several transformative reforms aimed at supporting MSMEs and fostering industrial growth. One of the key achievements is the simplification of the Change of Land Use (CLU) process through amendments to Rule 90A, which has reduced approval timelines from 60 to 30 working days with a deemed approval mechanism. This has accelerated new enterprise establishment and reduced procedural delays.
In environmental compliance, the State has significantly shortened the timelines for third-party certification for Consent to Establish (CTE) and Consent to Operate (CTO) — now 21 days for MSMEs and 60 days for Red/Large industries. The Pollution Control Board has also introduced system-generated auto-renewal of CTOs across all categories based on self-certification. Additionally, Rajasthan expanded the White Category industries list from 104 to 877, exempting a larger segment of non-polluting units from consent requirements and facilitating smoother industrial approvals.
Further easing the regulatory burden on micro-enterprises, the State increased the employee threshold under the Rajasthan Shops and Commercial Establishments Act, 1958, from 0 to 10 employees. Fire safety compliance has also been streamlined through third-party inspections and extended Fire NOC validity.
Rajasthan continues to lead in rationalising road width norms for rural industries and has implemented major urban development reforms, including enhanced FAR/BAR provisions, rationalised parking norms, and removal of the 50% ground coverage cap for commercial plots.
Investor facilitation has been strengthened through the upgraded Single Window System, RajNivesh, which now integrates a multi-departmental Chatbot for seamless investor support.
Senior officials including Sandeep Verma, Ajitabh Sharma, Dinesh Kumar, Devashish Pushti, and Rohit Gupta participated in the review.
