Rajasthan Emerges as a National Leader in Compliance Reduction and Deregulation under Ease of Doing Business Reforms

Ananya soch:  Under the visionary leadership of the Hon’ble Prime Minister, the Cabinet Secretariat, Government of India, launched a nationwide Compliance Burden Reduction and Deregulation initiative to strengthen Ease of Doing Business across states. Guided by the Chief Minister of Rajasthan, the state actively participated in this reform agenda, with close monitoring and timely execution through multiple review meetings chaired by the Chief Secretary.

As a result of focused and coordinated efforts, Rajasthan emerged among the leading states to achieve full compliance in all 23 priority reform areas identified by the Government of India. These reforms have significantly simplified regulatory frameworks, modernised governance processes, and created a strong foundation for effective implementation of Memoranda of Understanding signed during the Rising Rajasthan Investment Global Summit.

To promote MSMEs, Rajasthan amended Rule 90 to simplify urban land conversion, reducing the approval timeline from 60 to 30 working days, with automatic approval thereafter. This reform has accelerated project execution and encouraged new enterprise formation. In pollution control, timelines for Consent to Establish and Consent to Operate were drastically reduced to 21 days for MSMEs and 60 days for large industries. Auto-renewal of CTOs through self-certification and expansion of the White Category industries from 104 to 877 sectors further eased regulatory compliance.

Labour and commercial reforms included amendments to the Rajasthan Shops and Commercial Establishments Act, 1958, increasing the employee threshold to 10, extending working hours, and rationalising overtime limits. Amendments to the Rajasthan Factory Rules, 1951, enabled women workers to participate in hazardous tasks with safeguards. Fire safety approvals were streamlined through third-party inspections and extended validity of Fire NOCs.

Urban and industrial reforms included rationalisation of road width norms, optimal land utilisation standards, removal of restrictive ground coverage limits, and implementation of the Transit-Oriented Development Policy to promote sustainable urban growth. Decriminalisation was advanced through the Rajasthan Jan Vishwas Ordinance, 2025, replacing minor offences with monetary penalties.

Strengthening investor facilitation, the RajNivesh single-window system was enhanced with an AI-powered chatbot for seamless support. These comprehensive reforms reaffirm Rajasthan’s position as a progressive, investor-friendly state committed to transparent, efficient, and growth-oriented governance, achieved through the collective efforts of all state departments.
